Create Driver for USB Mouse For ARM(Arduino due) SAM3X8E ARM Cortex-M3

I have an Arduino Due and I want to use a mouse with it which has more buttons than a regular mouse as well as a scroll wheel. Arduino libraries do not support the device fully and I need device-specific drivers to use the device. The drivers would be written in C++ and would work on an Arduino microcontroller. I would need the driver to regularly poll the USB device and trigger interrupts when new information is available. I would need interrupts for the press and release of all buttons including a scroll wheel as well as the mouse movement. This is on a tight budget so please only message me if you are willing to work within it. I am not able to provide hardware however I can help with testing. I believe it could be mostly coded and compiled without access to the hardware, however. The completed work would consist of a class or library or just a raw .ino code file that successfully compiles and runs as expected. Maximum budget of 400 Canadian dollars.
