Convert an old phone in to playback and recorder with arduino and coding

Hoping to take an old GPO rotary phone and convert it to play a message when receiver is picked up and allow the person to record a message. Multiple recorded messages then stored that can be converted to MP4 format and saved for the future. I believe that this requires a power source, Arduino tech and possibly some coding.
