Coder for GPS tracking and pushing music file in my pre-built PCB board

Looking for a skilled coder to work on my pre-built PCB board. The project involves real-time GPS tracking and pushing music files based on location triggers. My preferred programming language for this project is Python. The ideal candidate should have experience in GPS tracking and Python programming. Additional skills in music file manipulation and working with PCB boards would be an advantage. The project requires the following:
- Real-time GPS tracking
- Triggering music files based on location
- Python programming skills
- Experience with PCB boards and music file manipulation would be a plus

Things which i want is:-

1) Admin pannel
a) add new devices
b) add a new customers
c) upload multiple music files in particular devices
d) Report of counts of particular files played in particular devices
e) gps location of each device(Km travelled report)
f)allocate multiple devices to multiple customers pannel(one device can be allocated to multiple customers)
g) geofencing(to play particular music files when device reaches the given location)

2) Customer pannel
a) Can check the device status on/off
b) Km running report( live/daily/weekly/monthly)
c) Music files played count reports of the devices allocated to him by the admin
