Code for Arduino to open window and turn fan on

Description:
I need a code written for a device I am building. In simple I want to open a window and turn on a fan and then close the window and turn off the fan. I am using a NodeMCU to control a linear actuator to open the window. The fan will be controlled using a relay. I will also have a rain sensor so that if it's raining the window will close and fan turn off.

Feature:
- Turns fan relay on/off
- Opens/closes linear actuator
- Rain Sensor
o Window/Fan should not turn on/open if rain is detected
o Window/Fan should close/turn off if rain is detected while running
o Window/Fan should not operate again until 30 minutes after rain sensor is clear
o Email or text if one of the 2 first bullet points happen
- Ability to access via Wifi (Remote Access)
o Schedule start and stop times
o Turn on/off remotely
o Don’t need wifi manager. Wifi login info can be built into code as it won’t change.
- Fan should never come on without window opened
