Arduino device with mobile app and website integration

I am looking for a developer who can make an arduino device (esp32) connect via an app with bluetooth for provisioning, then sync pin states between device and web service. Currently I have a working website (asp.net) and arduino code working on the device. The device syncing is not working correctly. I have an app written in b4i that does most of the tasks I need to accomplish except provisioning.
