Arduino coding

I am looking for an Arduino programmer who can help me with a project to code an Arduino board to control a circuit. Specifically, I need a programmer with experience in intermediate coding to create code that will allow a circuit to shut off at various times and then restart automatically. I do not have any existing code or hardware for this project. Therefore, the programmer will need to start from scratch to create code that meets my requirements.
