Arduino Pulse Converter

I have a single inbound pulse (0-5v, 1ms) that I need to convert to 0-5v 4.5ms. The delay between inbound and outbound must be minimised as much as practical with this hardware.
The pulse is received every 1.5-2 seconds.
Ideally I would like to use Arduino Uno / Mega as I have many available and need to complete the project very quickly.
