Arduino Powered Pump and Flowmeter

I want a design and Arduino sketch that will allow me to power a small DC Pump that will have a flowmeter attached. I want the flow to be adjustable based on the following parameters:

Temperature of medium

It can be adjusted via manual or automatic means.
