Arduino, Microcircuit, GPS, Bluetooth, Android App

Looking for someone for a project they could start now. I looked at building it using Arduino but I just don't have the time to learn something new, hence I'm on here. Please only contact me if you have knowledge in all the parts in the title. I need someone who can build this from scratch. This will be a physical product that connects by bluetooth to the App. The finished product will have to be shipped to me.
