Arduino Encoder for ch32v003

I'm looking for a skilled programmer to develop a custom code for 2 encoders with interrupts with Arduino framework The primary function of the encoders is to control the frequency and duty cycle of a PWM. also create a simple library to be used to send and receive the values of freq and duty cycle over i2c to another Arduino board. the frequency should be changed from 1 to 400 and duty cycle from 1 to 100
