Arduino Developer for Motor Control App

I'm seeking an Arduino expert to help develop a project centered around controlling motor speed and position remotely via a mobile app, specifically for Android. It will be 7 lucky draw wheels with 7 discs. I will enter a 7 digit number in my mobile app and the 7 motors (discs) will rotate fast and gradually slow down and finally stop in the final digits provided through the app. There will be a push button to turn on and off the motors.
