Arduino Counter -- 2

I need an Arduino counter with 6 buttons that increase the count by 1, 10, 100 and decrease by 1 & 10, plus a reset button that will set the counter to 0000 and unlatch the relays, when a certain number is number is displayed, of which I need 3 different numbers, a relay will be activated and latched. The display I want to use is and Adafruit 1.2" 4-Digit 7-Segment Display w/I2C Backpack
