Arduino Code Development for Hydropower Turbine

I'm looking for an experienced Arduino programmer who can write code for a hydropower turbine. The main function of the code will be to control the turbine speed.
Key Requirements:
- The Arduino should automatically adjust the turbine speed based on the water flow rate.
- Although I currently have no measurements for the water flow rate, the code should be flexible enough to incorporate a flow meter in the future.
Ideal Skills and Experience:
- Proficiency in Arduino programming is a must.
