Arduino-Based Intelligent Hand Warmer Design

I'm seeking an expert electronics engineer to design a circuit for an Arduino-based, battery-powered hand warmer device. This design must incorporate intelligent functionality for temperature and run-time control.
Key requirements are:
* The device should warm up to 42°C and maintain this for one minute. After that, it should shut down and take a break for an hour (this cycle to repeat continuously).
* The unit must have a maximum temperature limit of 45°C.
* There should be a 0.96 inch OLED screen displaying temperature and time status.
* The design should include push button control to start the skin warming and once the push bottom pressed again the program should quit off the warming cycle .
* Using Normally closed temperature switch 45 deg. as safety feature
Ideal candidates will possess:
* Competence in electronics design
* Familiarity with Arduino systems
* A background in product design would be beneficial, as the device power source will be a battery and it's intended for handheld use.
* Experience in interface design would also be useful due to the need for user-friendly LCD screen and button controls.
