Modern Over-Water Residence

My name is Colin Alton. I am a 68-year-old British male living on Koh Lanta island, Krabi province.
I am in the process of purchasing an unusual ‘over sea water’ property in Saladan.
This property has been operating as a restaurant & I intend to convert it into a domestic dwelling.
The main property is approximately 47 meters long (from front door on access road to waterfront) & tapering between 6 meters & 8 meters wide. I will be constructing a new building on exactly the same footprint as the current restaurant. There is also a sea jetty structure at the end of the property which will also be rebuilt.
I can provide basic diagram & some photos of the current (restaurant) property.
The new building must have modern style internally & externally. Both external fascias however (road access & waterfront) may be designed to be stylish, possibly Thai themed & eye-catching. Fire proof materials are essential and will be used as much as possible.

I intend to demolish the current structure and rebuild from scratch.
This will require, amongst other work:
New piles (substantial marine grade concrete posts or other materials) sunk into the seabed.
A steel reinforced (rebar) marine grade concrete plinth (floor) running the length and width of the property & attached to the new piles.
A house frame structure (material to be decided but probably galvanised steel) attached to the marine concrete plinth (floor). Possible requirement for 2 storey structure depending on regulatory permissions.
High insulation (gentle pitch) roofing - in one of Aluminium/Zinc/Stainless Steel for corrosion resistance. Rainwater collection & storage. Lightning protection.
Solar Panels on roof with battery storage (power outages common).
Completion of first & second fix for all services & finishing. Air conditioning. Fresh water tank Septic tank.
A seawater firefighting & fire suppression system. Fire from adjacent properties is a substantial risk.
The internal space of the new property will be as open-plan as possible.

I am contacting architects to ask for interest in designing & creating the plans (as below) for the new property & possibly project managing the build.
Concept drawings – early design ideas and layouts.
Schematic drawings or schematic design plans – show the overall design, dimensions, and arrangement.
The above is needed to obtain regulatory permission to build.
Design development drawings – more refined plans with materials, systems, and construction details.
Construction drawings or working drawings – detailed plans used by builders to construct the project.
Construction documents (CDs) – the complete set of drawings and specifications used for permitting, pricing, and construction.
Detailed drawings or detail drawings – enlarged drawings showing exactly how specific elements are to be built.
Specifications – written documents describing materials, workmanship, standards, and installation requirements.
I need the architect to speak English & preferably Thai. I would wish to meet the architect on site.
