Castle Apartment Restoration Feasibility Assessment

Hi,
I’m looking for professional support to assess the feasibility and restoration potential of a historic property located in Licenza (Lazio), about 45 km from Rome.
The property is an apartment of around 110–120 m², located inside a 13th-century castle (Castello Orsini), partially under the protection of the Soprintendenza Archeologia (and possibly also Belle Arti e Paesaggio).
I’m considering purchasing this apartment and need expert assistance to properly evaluate it before making any decision.
The previous owners made some modifications without notifying the Soprintendenza. I’d like to understand which of these changes may need to be restored.
My partner visited the Soprintendenza and was told that no official documentation exists for this property — but I’m not sure how that affects the current legal and restoration status. I need someone who can interpret this situation correctly.
I already have a preliminary list of renovation works and would like to clarify which of them require official approval from the Soprintendenza and which can be carried out freely.
I also need to estimate the costs of essential renovation and restoration works, including any possible conservation of frescoes or stuccoes.
