Houston-Based PE/Architect for Custom, Flood-Resistant Home

I need an experienced and Active Licensed Professional Engineer/Architect in Houston to design my custom home on an elevated foundation, primarily for flood prevention and F3 Tornado proof.
Key Requirements to contact me:
1. You must have current Active PE/Architect License in Texas, not AC Technician or TOW Truck Operator license.
2. You must be in Houston to meet in person and sign a legally binding contract in front of Notary in Houston, TX.
3. Do you have practical experience with Helical Piers?
4. Do you have practical experience of ICF (specifically Quad Lock ICF)?
There are bunch of fake PE/Architects on websites who already FAILED to meet requirements and I was ripped off by $3,500.
Home design significant features: Elevated foundation design - Use of steel supports - Modern, traditional, or colonial architectural styles Ideal Skills: - Expertise in flood-resistant architecture - Proficiency with steel support structures - Strong design portfolio in preferred architectural styles. My home Shell will be all ICF + concrete: Helical Piers + Concrete Beams + Concrete Slab + Concrete Wall + Concrete Roof. So, need 100% calculation on load bearing foundation.
