CO Engineered Walk-Out Basement Plans

I need detailed plans for a walk-out basement (A modular will be placed on top of the basement.) The entire basement should be addressed. We have drawn the desired configuration and just need plans to CO specs.
Requirements:
- 10-foot walls
- Use of ICF (Insulated Concrete Forms) blocks

Ideal Skills and Experience:
- Structural engineering expertise
- Experience with ICF construction
- Knowledge of residential building codes and regulations
- CAD software proficiency
