Smoothing polylines between tolerances

The task consists of smoothing the contour lines previously drawn. Within a
tolerance interval also previously drawn.
In other words, the tool must make the design of a group of polylines
"straighter" without crossing the limits of a corridor determined by another group
of polylines.
The tool must start with a DWG file containing polylines separated by layers.
One layer with the raw contour lines and others with the tolerances.
The tool can be made for CAD, for ARCGIS, QGIS or any other software that is
considered convenient.
The attached .dwg file is an example of a startup file for the tool. In that file, the
layer names specify which are the raw contour lines and tolerances.
