Open Source ArcGis Web App

I am looking for a skilled freelancer to develop an open source ArcGIS web app tool.
I'm looking for help building an arcgis online application tool where any user can visit the online application and upload their address point data file (in excel format - the excel file will already have lat/long) using an easy drag and drop option as the primary way of importing the data. From there, i want the address point data that was uploaded by the user to automatically match with broadband availability data for each of the addresses in the user's excel file. The broadband availability data will need to be pulled from this website (https://broadbandmap.fcc.gov/home) using their API or comparable data access either through development of a custom arcgis widget or other.
Once the address data is matched with the availability data, i want a map to appear with each address point identified as the following:
Served - low-latency Fiber, Cable, Copper, or Licensed Terrestrial Fixed Wireless offering of speeds greater than or equal to 100/20 Mbps.
Underserved - low-latency Fiber, Cable, Copper, or Terrestrial Licensed Fixed Wireless offering of speeds less than 100/20 Mbps, but greater than or equal to 25/3 Mbps.
Unserved - all service that is not low-latency or less than 25/3 Mbps, and all Geostationary Satellite, Non-geostationary Satellite, Unlicensed Terrestrial Fixed Wireless, and Other.
In addition to the technology type and speed please also include the Internet Service Provider detail such as Name.
Again, the user should simply be able to drag and drop their excel file into the application and it will automate all the actions mentioned above and create a mapping visualization where the user can sort the data in the map by 1. technology Fiber, Cable, Copper, Licensed Fixed Wireless, etc. 2. Filter by Company Name or 3. Filter by Served, Underserved and/or Unserved status. The user should also have the option to download the data as a shapefile.
