GIS Polygon Overlay Project

I would like to create a web application that allows the user to manually draw a polygon on top of a GIS map (ArcGIS, QGIS, Google Earth Engine, or others) and set parameters for a buffer area that is a fixed distance (measured in meters and feet) from each line of the polygon.
