Develop an Addon for ArcGIS

I would like to develop an add on for ArcGIS. The addon will serve as a shortcut to modify parameters that I usually interact with. The purpose is to have all these parameters in one place.
The parameters are:
- Turning on/off layers (Map View)
- Change point feature sympology by uploading custom shape (Map View)
- Changing the scale dependent sizing of point features (Report View)
- Reconfigure legend item in an existing report layout (Report View)
- Add text to a text item in an existing report layout (Report View)

As you see, the addon will not be an additional feature, just a shortcut to built-in capabilities of ArcGIS.
