Create Utility Overlay on 1 km² Satellite Map Using Supplied DWF & GeoTIFF (Western Australia)

I’m looking for an experienced GIS or mapping specialist to create a utility overlay map for a property in Western Australia.
I will provide:
A 1 km² One Atlas satellite image at 0.3 m resolution in GeoTIFF format
A DWF file from Dial Before You Dig (DBYD) containing the NBN fiber alignment
Your task is to accurately overlay the NBN fiber data from the DWF onto the GeoTIFF satellite image, and then compile and add any other underground services (gas, power, water, and sewer) visible or available for the area.
The goal is to produce a clean, layered map suitable for use in QGIS or AutoCAD on a MacBook, to assist with planning a trench route for NBN fiber installation from the boundary to the building on the property.
Scope of Work:
Overlay the provided DWF (NBN fiber) onto the One Atlas GeoTIFF satellite image.
Gather and digitize any available public data for gas, power, water, and sewer services within the same area.
Ensure all layers are accurately geo-referenced (MGA94 Zone 50 preferred).
Create clear symbology and a legend identifying each service type.
Deliver a single compiled file that opens cleanly in QGIS or AutoCAD on macOS.
Provide an exported high-resolution PDF or PNG version for easy viewing.
