Build me an ios and android app

I need you to build me an app containing the best doctors in my country , containing a two bars , bar for the city name and the other one for the the doctor specialization like ( Ophthalmologist ,Urologist, pediatrician) and it will shows the doctors names that I putted in the program but i need in arabic language so i prefer an arabic developer will get this done for me.
