build a VMS(Video management system) for CCTV

I am looking to build a VMS(Video management system) that can show the RTSP stream and also use object detection for identifying objects and Face Recognition. Once built the VMS should be integrating with the RTSP link we provide.
Note: The VMS should work with any number of cameras that is added to it.
