Need a simple IOS and Android app for news paper

I need an Android app. I would like it designed and built. I'm looking for a basic app that has old versions of papers and the current one that you can flip through with pages turning and ability to zoom in blog and advertising section. subscription based I dont have any idea what an app cost is and I'm sure there are ones already done that will work
