Multi-Platform Virtual Bartender App

I'm looking for a skilled developer to create a virtual bartender application available on mobile, web, and desktop platforms. The app should have a graphical user interface (GUI) and include the following functionalities:

- Spirit History
- Cocktail recipes
- Drink recommendations
- Interactive mixing guide
- Alcohol Laws Local (KY) and Federal
- Glassware Knowledge
- End of session Quizzes / Scenarios
