IPTV App Rebrand (White Label) & Google Play Store Publishing with Testing Phase

Overview:
I am looking for a professional Android developer to perform a complete rebranding of an IPTV player (based on XCIPTV, IBO Player, or Smarters) and manage the full deployment to the Google Play Store.
Key Responsibilities:
Rebranding: Full visual customization including my logo, splash screen, brand colors, and app name.
Hardcoding: You must hardcode my DNS/Server URL into the application for a seamless user login experience.
Admin Panel: Setup and delivery of a web-based admin panel to manage the app remotely (update DNS, push notifications, etc.).
Google Play Publishing: Upload the app to MY Google Play Console account.
Testing Management: You MUST manage the mandatory 20 testers for 14 consecutive days required by Google for new accounts. I need the app to be ready for Production.
Requirements:
Proven experience with IPTV frameworks and Google Play Console policies.
Ability to provide a portfolio or links to IPTV apps currently live on the Play Store.
Excellent communication and adherence to deadlines.
