Custom software

Hey! I am looking for a software developer which can create a speech to text to speech software(on windows).
Basically as the name of it, looking for an app where you speak, the words will be transcribed in text, but in the same time, they will be spoken out by the program(A.i. voice, or pre-defined using commercial-usable voice packs, etc).
I am pretty much looking forward the app to speak out the exact same text that is spoken into it, like how siri/alexa is capturing exactly the same text you are saying(even if sometimes they do the auto-correcting function). I am curious if you would be able to make it speak out in the same time as I am also speaking(but I am afraid that might make it seem like lagging, maybe, but I am looking forward your answer, to see if this function would be possible and how qualitatively it would be). Plus for the voices, I am looking forward using a custom voice pack(not the default A.i/siri/alexa voices), custom voice packs as the Ivona/Cereproc available commercial voice packs.
