Web Portal Development for Tablet Control

The project is to develop a system where an Android Tablet is locked and remotely controlled so that apps and content can be remotely added and deleted. The person using the Tablet will be none technical and therefore will just be able to press icons and enter limited information, this could be an elderly, disabled person.
From research that has been done, the approach has been using a product called Scalefusion (www.scalefusion.com) to control the Tablet and Google apps to add content, it doesn’t have to be Google for apps, the developer can recommend other solutions.
We are not looking to develop apps as there are enough apps available, we just need a front end portal that enables apps and content to be easily added.
As a guide, a portal is needed so that a user (family member or care worker) can add apps or content. For example, with the photo app, the app needs to be loaded and the remote user can add and change photos available for the Tablet user to view. Also a content app that users can change to give the activities for the day.
