Desktop App Creation

Hi i am wanting to create a desktop application that I can manage all family operations, including but not limited to, personal info, medical details, property info, vehicle, assets, etc. The app would need to act like a CRM but family edition so that I may update notes, create and edit forms, print forms or docs, run reports, and associate the person with the different infos. Solely want a place to organize a lot of documents but in a modern css style OFFLINE. I have started some designs and will share the video and/or of what I am interested in. Please provide an accurate quote as project will be chosen based on affordability and skills
