Zoning Map Data Extraction

I need a comprehensive scan of a public zoning map from the furthest NE point to the SW point. The output should be organized in Google Sheets with two columns: Addresses and Property Owners.

Requirements:
- Use the DC Department of Building's public zoning map (API available)
- Create a column of addresses and a corresponding column of property owners
- Delete any duplicate addresses

Ideal Skills and Experience:
