Web App for Web Hook Routing, Tracking and Posting [automated trading system]

We want to build a web application that perform the following functions.
It will be used as part of an automated trading system for US equity trades. Signals for trades will be sent to the system via web hook using JSON. It will then make an outbound webhook call to another system, and log the details of the trade. Finally, the system will then wait a predetermined “delay” before sending a second web hook and posting the trade to the public facing website. Because this is an automated system used for trading real money, it must feature robust logging of all actions and reporting features. Will provide more details in message
