Stock Market Scanner Development

I need a Python-based scanner to monitor 203 stocks and their options (CE/PE). The scanner should:
- Constantly monitor 198 stocks with 15/30/45-minute candles.
- Track one level OTM price for all 198 stocks.
- Send alerts to Telegram based on specific conditions (LTP, open, and close values).
Requirements:
- Python coding expertise, especially for stock market applications.
- Experience with API integrations.
- Familiarity with Telegram bots for alert systems.
API key and login credentials will be provided.
