SMS Job Notification System

I need a straightforward system that automatically sends job-related SMS alerts to subscribed users. The sole purpose is to deliver timely job notifications, keeping each subscriber instantly informed whenever a new vacancy is available.

Here is what I expect:
• A small, easy-to-maintain backend that lets me enter or upload new job listings and trigger the outgoing texts.
• Subscriber management—add, edit, delete numbers, and quickly view current opt-ins.
• Reliable SMS delivery with basic reporting (sent, failed). An API such as Twilio, Nexmo, or any carrier-grade alternative is fine as long as it is cost-effective and supports my region.
• A simple opt-in/opt-out workflow. I am open to sign-up through a web form, a direct “REGISTER” text, or even a lightweight mobile app—whichever you recommend for speed and affordability.
• Clear documentation so I can update job notices myself and comply with standard SMS consent rules.

The project is purely about job notifications; no extra marketing messages or unrelated alerts are required. Clean code, concise instructions, and a quick setup are far more important to me than flashy UI.
