REST API integration

Here is the description:
Vendor A = Read the phone numbers
Vendor B = Write the phone numbers
So, I need someone to query phone numbers from Vendor A and write it to Vendor B using RESTful API.
The process must happen every 4 hours and should look in the Vendor A database.
Now, vendor "A" has let's say thousands of numbers tied to email addresses, I need to only write for the people who are newly hired and do not have their phone numbers tied to Vendor B's side. I am asked to use Postman in this case.
Once I find the right bid, I will be able to tell more if there are any questions.
