Please create me an AI-powered application in VB.NET, framework 9, that allows users to enter a prompt to search for articles in the PubMed database (https://pubmed.ncbi.nlm.nih.gov/)
General requirements:
A. The AI must be fully completely downloadable and free to use without any restrictions (i.e. can have unlimited number of queries, can upload files and analyze files fully without restrictions, etc). For example, Llama 4, gpt4all, localAI or other alternative that would meet the requirements
B. The GUI and everything must be implemented using VB.NET, in Framework 9

a. Each found publication within PubMed should include:
i. A clickable link to the PubMed article, a summary of what parts of the research paper discusses the prompt in question, a summary of the paper overall, and reference citation in APA format or AMA format
ii. It needs to show specific sections of the paper, word for word, regarding how the paper meets the prompt
