Plugin & API to retrieve & display reviews on other sites

Hey Freelancers,
I've got a business review website, and some of the businesses listed in it would like to display their reviews from my website on their websites.
In theory, one could use WordPress' built-in RSS feed, but the problem there is that it doesn't include the star-rating for the reviews (WordPress 'comments'), and the default read-more link doesn't work due to some custom pagination work.
So instead, I'm thinking a plugin with a custom API would be ideal. In theory, it would:
1) Retrieve X-number of reviews from the given post ID - configurable in the plugin settings.
2) Cache the results so that the API doesn't need called every single time the page that displays the reviews is loaded.
3) Either A) retrieve the URL for the business using WordPress' built-in RSS feed, and then only retrieve the reviews for that listing if the website requesting the data matches the URL shown on the listing, OR B) have API keys that can be configured for specific businesses. (In other words, I want some level of authentication so that businesses can't display reviews from other businesses on their own site.)
4) Use shortcodes (not a widget) to display the reviews.
