We are developing the first interactive US Coast Guard Broadcast Safety Alerts. The application is critical to mariners both recreational and commercial.
The need exists for this solution because currently Broadcasts are made on a marine radio or by accessing an RSS feed. Mariners need to be able to see in real time where Safety Hazards are located on a Navigation Chart. I'm seeking a Python developer to create an application that parses and presents US Coast Guard Broadcast Notice to Mariners (BNM) alerts from an RSS feed. The alerts will be displayed as markers on an interactive online NOAA chart, helping mariners visualize hazard alerts.

Key Features:
- The application primarily focuses on parsing and displaying BNM alerts.
- Essential features include interactive map markers on NOAA charts, a text-based alert list, and visual hazard indicators.
- The NOAA charts should have zoom functionality, clickable markers that provide alert details, and layer toggling for different data sets.
- Implement user authentication and role-based access control to restrict certain features to authorized users.
- Develop a notification system that sends email or SMS alerts when new BNM alerts are posted.
- Enable search and filter functionalities for users to easily find specific BNM alerts based on keywords or criteria.
- Provide an API so that other applications can also access and use the BNM alert data in real-time.
- Enable offline map access, allowing mariners to download NOAA charts and markers for use without an internet connection.

Experience with Python and working with geolocation data is crucial. Understanding of maritime navigation and NOAA charts would be a significant advantage.

The application should be made available on a cross platform. The application will be available on web. Ensure the application is compatible with both iOS and Android. Include a notification system to alert users when new BNM alerts are posted.

Approximately 30% of the application has already been developed. Our requirements are included here in the proposal documentation along with the application file. It is our intent to work with the chosen developer long term. We do not seek a one off engagement. However, you must be prepared to be our partner and assist us in bringing version 1.0 to market. Upon launch of the product, we will use you for support and work with us to implement v2.0 that you do not have access to these requirements. To achieve this outcome with us, you must be able to meet our budget requirements.
