Football Stats API with Telegram Integration

Initially, I want to produce a dashboard that runs like this

So we need API integration from all In-Play football stats across the world. The dashboard shows all of the players in the game that have current tackles, fouls & cards. This dashboard once logged in allows you to integrate with Telegram, allowing you to notify you through Telegram when a player hits 2,3,4 fouls.
I need an expert who knows where we can pull these API stats from & can integrate with Telegram. We have a designer who can design the theme and design once the API has been completed. We just want someone to set up the back-end API connectors so the functionality runs.
