Fix WooCommerce Block Checkout Shipping Bug

Local Pickup is being auto-selected in my WooCommerce 10.3.8 block-based checkout and the option cannot be changed, so customers never see the USPS rates returned by the Stamps.com API. There is no on-screen error; the selector is simply locked. This happens on one account login.
Environment
• WordPress 7.0
• WooCommerce 10.3.8 with the new block checkout experience
• Stamps.com API supplying USPS rates
• Conditional Shipping and Payments plugin active (no other shipping rules beyond core Local Pickup)
Engagement Structure
Phase 1 – Diagnosis
– Isolate the conflict—core, block checkout, Conditional Shipping and Payments, or something else.
– Provide a concise report outlining root cause and recommended remediation path.
Phase 2 – Fix
– Implement the agreed solution so USPS rates appear and can be chosen.
– Preserve existing Local Pickup logic.
– Test on a staging clone, then push to production.
Acceptance Criteria
1. Checkout loads with the customer’s cheapest USPS rate selected by default unless Local Pickup is manually chosen.
2. Shopper can freely switch between Local Pickup and any displayed USPS option.
3. No regressions in taxes, coupons, or payment flow.
