Fix WhatsApp Cloud API Messaging (to)send Business-Initiated WhatsApp messages)

Business-Initiated WhatsApp messages not working
✔ API code is correct
✔ Phone Number ID is correct
✔ Access token is valid
✔ Template is working
✔ Messaging limit is active
but not deliver message to customer mobile number using api. if I first send 'hi' or any text message to new number to my business account number than and than my api working for 24 hours only. so I need solution for 'Business-Initiated WhatsApp messages' for new number .
