Data from Open to Close to a SQL database via API

I am looking for assistance with a project to build a PHP script that can be run from the CLI to require data from an Open to Close API (online web based application) to be retrieved and stored into a SQL database. Specifically, I need transaction and contact data extracted from the API and stored in the database. Further, the script needs to support updates - I.E. only pull new data since the last extract, which can be accommodated within the API. The API retrieval is in JSON format. I have a server with MySql to use for the script and to store the data.
