Create me a members payment and registration app

I would like to know the cost for building me an app.
It’s an app for managing our members. We have about 100 members and we are a charity run organisation that provides woodworking tools for the men to create wood art.
The scenario is this:
Our members need to sign in every morning and pay a 3$ fee.this means someone needs to be around to take the money and write them into a book. We would like to have an app where they can use an rfid tag to simply beep to sign in. In the back ground they will have an account that registers how much credit they have. This credit comes from being able to top up their account using something like squareup. The workflow is:
Use rfid tag > give name of member and give options:
Sign in - reduce amount in account by 3$ and give message of amount left in account, if account is less than 3$ in account message that they need to top up is displayed. If they have already signed in for the day give massage already signed in.
Top up - give options of $3, 6$, 12$, $24, $30, $60. Pressing one of these will link to square app and message them they are about to top up. They use square to pay by credit or debit card and their account is topped up. It automatically sends them an emailed receipt.
We would like for the user to be able to self register with their member details and with an emergency contact.
We would like to have admin access to register rfid tags with users, user could loose a tag, report on accounts that’s are in debt, reproduce transactions of both sign in and top ups and access emergency contact details.
It would be ideal if I could create other instances of the app for testing dev and even other men’s sheds.
