Basic Billing Platform Development

I'm looking for an experienced developer to build a basic billing platform for our phone and internet services. This project will be divided into stages.
Key features required for stage one include:
Product Database:
- Regular items/SKUs with buy and sell prices.
Call Data Ingestion:
- Ingest call data from 3 carriers (APIs exist).
- Support JSON and CSV formats.
- Categorize calls by type, category, and billing rate.
PDF Bill Generation:
- Produce PDF bills.
- Email bills to customers.
- Customer database with contact details, billing history, payment methods, and service usage history.
- Store previous PDF bills.
User Access Control:
- Admin and user roles.
Ideal skills and experience:
- Experience with API integration.
- Database management.
- PDF generation.
- User authentication and role management.
