Automate Customer Static IP Assignment

I need every client who consumes my API to be served from their own dedicated IPv4 address on an Apache web server.
I am seeking an experienced professional to assist in setting up multiple static IPs for algorithmic trading purposes.
I have a server in AWS running Ubuntu and our broker API is deployed there. It has 1 static IP. I am wondering if I can get more IP so that each customer can be assigned 1 static ip. I think other vendors are giving an option to purchase static ip and they are assigning each user one.
How to implement such a feature ? Basically API can use unique IP for each customer. Can something like that work out ? When a trade is fired then static ip is sent for that user.
