Android Recharge App & Admin

I need a complete Android-only solution that lets end-users top up their prepaid mobiles directly from a sleek, intuitive app and lets me oversee everything from a secure web-based admin panel. The core flow is simple: choose the operator and amount, pay instantly through UPI, and receive immediate confirmation of the recharge.

On the admin side I want to:
• track every transaction in real time,
• add or suspend operators and plans,
• view user statistics and settlement reports,
• handle failed-recharge refunds straight from the dashboard.

Solid API integration with the major Indian recharge gateways and a smooth UPI payment gateway are must-haves. Clean material design for the app, responsive UI for the panel, and clear documentation for both are expected so I can maintain and extend the system later.

Deliverables:
1. Android app source + signed APK
2. Web admin panel source (PHP/Laravel or Node preferred, but I am open)
3. Database schema and setup script
4. Step-by-step deployment guide
