Woocomerce order data to external api url after payment complete +stock synchronisation

We need someone capable in Wordpress and woocommerce and also rest api.
We received API from our supplier and we need to have their stock synchronised and that when an order is made on our website if their is one of their products sold it sends an order to the supplier
I do not have any documentation or plugin with the API it has to be build from scratch
