Windows Voice Assistant Development

I'm looking for a developer to create a personal productivity voice assistant for Windows. The assistant should have a graphical user interface (GUI) and incorporate the following key features:

- Voice input using Speech Recognition API
- Voice output using Text-to-Speech (TTS)
- Basic Natural Language Understanding (NLP) with tools like NLTK or spaCy
- Web search and Wikipedia integration
- System control: open apps, tell time, play music, etc.
- Weather updates via API (e.g., OpenWeatherMap)
- Modular structure for adding new features (e.g., news, jokes, mail)

Ideal skills and experience:
- Proficiency in Python or similar languages
- Experience with Speech Recognition and TTS APIs
