WhatsApp Business API and Oracle ERP Integration

We are exploring a solution to integrate WhatsApp Business API with our legacy Oracle ERP system (Oracle 10g Database with Oracle Forms & Reports 6i, client-server version).
Our Requirement:
When invoices are generated in Oracle Reports (saved as PDF files), we want them to be automatically sent to the respective customer’s WhatsApp number (mapped in our ERP customer master).
The system should work seamlessly with our existing setup and not require major changes to the Oracle Forms 6i application.
We prefer a middleware-based solution where Oracle can either:
Call an external service (via DB trigger, batch file, or staging table), or
Write invoice details into a table that your middleware can poll and then dispatch the PDF via WhatsApp Business API.
Key Points:
We already have customer mobile numbers stored in our ERP database.
We require message delivery reports / logs to track successful or failed sends.
